ESEA Moves Toward Final Action After numerous attempts over several years, Congress appears ready to finalize the reauthorization of the Elementary and Secondary Education Act (ESEA). ESEA, first enacted in 1965 to provide compensatory education for minority and low-income children, has grown to include educator preparation, education for English language learners, and other aspects of a well-rounded K-12 education.
